DEO Pune Implements Stricter Rules for Reconstruction of Old Grant Bungalows

The Defence Estates Office (DEO) in Pune Circle has implemented a new regulation requiring Holders of Occupancy Rights (HORs) to provide a written undertaking when seeking a No Objection Certificate (NOC) for the reconstruction of old grant bungalows (OGBs). This measure aims to ensure that only HORs retain ownership and use of the reconstructed houses. By inspecting the original plinth area of the properties, officials seek to prevent any additional unauthorised construction, thereby maintaining adherence to Ministry of Defence (MoD) regulations and preventing the practice of selling properties to private entities before seeking reconstruction approval.

 

This move comes in response to the prevalent trend of HORs selling their properties to private buyers prior to applying for reconstruction or repair, particularly observed in Pune cantonment areas. The initiative aims to curb such practices and uphold the integrity of OGBs in cantonments. Additionally, previous directives from the Southern Command's defence estates director have called for a halt on all reconstruction activities in Pune cantonment areas, further highlighting the urgency to address irregularities and ensure compliance with regulatory standards.
