Majority of Housing Societies Face Delay in Conveyance Deed Completion Only 37% Obtain Ownership Titles

The state government in Maharashtra has instructed the co-operation department to conduct more conveyance deed camps, aiming to grant land ownership titles to members of housing societies. Presently, only 44,436 out of 1.2 lakh registered housing units in the state possess conveyance deeds, highlighting a significant gap. To address this issue, the co-operation department plans to organise camps by identifying societies lacking the necessary conveyance deeds, inviting deputy district registrars and housing federation members for assistance. Members of the Maharashtra State Co-operative Housing Federation Limited propose conducting such camps fortnightly to ensure a coordinated effort. Moreover, for new housing societies, deemed conveyance is executed every four months if developers are unwilling to undertake the process, while older societies can obtain deemed conveyance upon application.

However, data from the state co-operation department reveals that a majority of housing societies, 76,104 (63%), lack conveyance or land ownership titles, leaving only 37% with proper documentation. The conveyance deed, which a builder must provide to a housing society while transferring land ownership, remains outstanding for many societies. Consequently, these societies have the right to apply to the deputy district registrar of cooperative societies for resolution. The state housing federation members emphasise the urgent need for a focused approach to identify societies without deemed conveyance and expedite the process of obtaining land ownership. They also stress the importance of cooperation from departments involved in securing necessary documents, while social media groups have been formed to aid such housing societies. To streamline the process, advocates from the state housing federation propose a cohesive three-tier system that involves district deputy registrars, document verification, adjudication, and society registration, advocating for a single-window mechanism to facilitate efficiency.
