Pimpri Chinchwad Becomes First City in Maharashtra to Launch Advanced Anti-Pollution Plan

The Pimpri Chinchwad Municipal Corporation (PCMC) has introduced the Graded Response Action Plan (GRAP), making it the first city in Maharashtra to adopt this advanced anti-pollution initiative. GRAP combines real-time air quality monitoring, advanced forecasting, and strict enforcement measures to curb pollution. Currently, GRAP I is in effect as the city’s Air Quality Index (AQI) ranges between 101 and 300 (moderate to poor), focusing on controlling road dust, waste management, and traffic regulation. Under future GRAP phases, stricter measures such as restricting diesel generators, shutting down polluting industries, and creating non-motorized zones will be triggered based on AQI levels, with actions taken three days in advance through collaboration with CDAC’s decision support system.

To tackle worsening air quality, PCMC has begun road washing, prevented waste burning, and enhanced surveillance with a dedicated enforcement agency. Environment experts highlight that despite measures, some areas like Chikhali and Moshi recorded AQI levels exceeding 300 (very poor). The civic body, under the National Clean Air Programme, has also installed air purifiers, fog cannons, and road washers but faces criticism for lacking visible enforcement against violators. PCMC officials emphasize GRAP as a preventive tool to avoid entering the "severe" pollution category seen in cities like Delhi, while stakeholders urge greater transparency and impact evaluation of ongoing initiatives.
