Property owners in Pune are showing reluctance in submitting PT3 forms to avail of a special 40% property tax discount announced by the Pune Municipal Corporation (PMC) for self-occupying properties. This discount scheme, originally introduced in 1970 but not legally ratified as an Act, had been declared illegal and scrapped in 2019. However, it was reinstated by the state Cabinet in April 2023, with a notification issued in July. To qualify for the discount, property owners are required to submit a PT3 form, a no objection certificate (NOC) from their respective societies confirming owner occupancy, along with ID proof and property tax bills for other properties they own within PMC limits. Many residents argue that it should be the civic administration's responsibility to verify occupants, and they should streamline the process, including introducing online submission options to make it more convenient for citizens.
Despite the potential benefit, around 3 lakh property owners risk losing out on the rebate due to noncompliance, as some find the requirement for NOCs from societies problematic, leading to disputes within communities. The prior attempt to recover discounted amounts as arrears in 2021 and 2022 faced public opposition and was halted. Residents suggest that the administration should adopt a more citizen-friendly approach to ensure compliance without causing undue inconvenience, such as enabling online submissions and conducting cross-verification internally, sparing citizens from running from pillar to post for discounts and offers. Ultimately, the issue highlights the need for effective communication and user-friendly procedures in administering tax incentives.
