The state registration department has issued a stern warning, threatening to seize properties of individuals failing to clear stamp duty deficits by the end of March. About 2.32 lakh cases were identified last month, prompting notices for payment by the March deadline. However, only 11,700 individuals have responded to the notices so far. The department plans to attach properties to recover pending stamp duty dues, and as of mid-January, the total collection registered was Rs 20 crore. With cases predominantly from Mumbai, Pune, Thane, and Nagpur, the government stands to gain around Rs 3,000 crore if citizens comply with the payment, the official noted. The recently announced amnesty scheme provides penalty waivers for cases between 1980-2020 if the deficit stamp duty is paid within the specified two-month periods.
Of the 11,700 respondents, 2,334 have paid the penalty, 5,679 cases have been settled with stamp duty waivers, and 6,021 cases are under scrutiny. The deputy secretary (stamps and registration), SS Bajaj, emphasized that property attachment would be initiated if citizens fail to clear their dues. The amnesty scheme, active until March 31, offers complete waiver on both stamp duty and penalty for cases between 1980-2000 with stamp duty less than Rs 1 lakh. For cases with stamp duty over Rs 1 lakh, a 50% waiver is applicable. Similarly, cases registered between 2000-2020 will receive a 25% waiver on stamp duty if the amount is less than Rs 25 crore, along with a 10% penalty. If the amount exceeds Rs 25 crore, there is a 20% stamp duty and a Rs 1 crore penalty. Some citizens have urged the registration office to consider the time frame before initiating any action, citing delays in receiving notices after the issuance of the GR in December last year.
