Q1 -What is Mutatis Mutandis? Builder is using this statement and extending possession date by 6 months ahead of possession date mentioned on MahaRera site. This Clause is mentioned in Agreement. Is this legal?

 

Q2 -I booked a flat and was assured that the agreement would be finalized within 60 days. At the time of booking, I was informed that the tower's Maharera registration was in process and expected within a week. However, it's been 3-4 months now, and the MahaRERA registration hasn't been completed. I wish to cancel the booking, but the developer is talking about a deduction of 2% to 10% from the total cost of the flat. When I mentioned approaching Maharera, they seemed unconcerned, claiming they have adhered to Maharera's pre-booking rules. The developer is now refusing to refund the full booking amount and insists on deductions. I am confused and need advice. At booking, I paid 9-10 lakh, but instead of a refund, I'm facing excuses and deductions. What should I do? Should I approach Maharera for help?
